The requirements cover legal responsibility, impartiality, structure, competent resources, the full certification process and a management system. They apply to bodies certifying products, processes and services.
The standard is organised in five normative groups. Clause 4 sets general requirements: a legal entity, an enforceable certification agreement, control of marks, impartiality risk management and the structural bans on consultancy and product involvement, liability cover, non-discriminatory access, confidentiality and public information. Clause 5 sets the structure, the authority for each function and the impartiality mechanism. Clause 6 sets sufficient and competent personnel, their contracts, and internal and outsourced evaluation resources that meet the relevant standards. Clause 7 sets the process from scheme and application through evaluation, review, decision, documentation, directory, surveillance, change, suspension, records and complaints. Clause 8 sets the management system, under Option A or Option B. Annex A states the principles, and Annex B explains the wording for processes and services.
Which clauses are normative?
Clauses 4 to 8 are normative. Annex A and Annex B are informative. The public FDIS contents also carries an informative Annex ZA for the European Standard.
What is Option B?
Option B lets a body with an ISO 9001 management system use it to meet the clause 8 requirements, provided the system supports and demonstrates consistent fulfilment of 17065. It does not require ISO 9001 certification.
Where this comes from
The clause record states each requirement in our own words and cites the clause. The revision page separates the public FDIS record from the edition in force. The official record is ISO standard 94443.
Not legal advice; does not certify. The FDIS requirement wording is not held and is not stated.
