What is ISO/IEC 17065?

Last updated: 2026-10-20

ISO/IEC 17065 is the international standard for bodies that certify products, processes and services. It sets the requirements for competence, consistent operation and impartiality.

ISO/IEC 17065 is the conformity assessment standard for product, process and service certification bodies. It tells a body what it must be and do before it can issue a credible certificate: a legal entity, a managed impartiality risk, a balanced safeguarding mechanism, competent people, controlled evaluation resources, a complete certification process and a management system. It is not a product standard and it does not tell a manufacturer how to make anything. It is the standard an accreditation body uses when it assesses a certification body, and the standard a scheme owner relies on when it recognises one.

Is it a product standard?

No. It sets requirements on the body that certifies the product, process or service. The product requirements live in the standard or scheme the certificate names.

Who assesses against it?

An accreditation body, a peer assessment body or a regulator that designates the body. The standard can be used as the criteria document for any of those routes.

Where this comes from

The clause record states each requirement in our own words and cites the clause. The revision page separates the public FDIS record from the edition in force. The official record is ISO standard 94443.

Not legal advice; does not certify. The FDIS requirement wording is not held and is not stated.
